{"data":{"id":"us-ky/krs-65.029","jurisdiction":"us-ky","citation":"KRS 65.029","heading":"Appropriation to West End Opportunity Partnership conditioned upon","body":"partnership's receipt of private and  consolidated local government\nfunding.\n(1) As  used  in this section, \"development area\" means  a region within a\nconsolidated local government bounded by:\n(a) To  the south, Algonquin Parkway  to the South  Seventh  Street\nintersection, but including the unincorporated communities adjacent to\nPark Duvalle and Algonquin:\n1. Beginning at the Ohio River, at the southwest corner of Chickasaw\nPark and then along the park's southern boundary to Southwestern\nParkway;\n2. Southwestern Parkway south to Algonquin Parkway;\n3. Algonquin Parkway to South Forty-first Street;\n4. South Forty-first Street south to Bells Lane;\n5. Bells Lane east to Cane Run Road;\n6. Cane  Run Road north to Linwood Avenue;\n7. Linwood Avenue east to Beech Street;\n8. Beech Street south to Wingfield Lane;\n9. Wingfield Lane east to Dixie Highway;\n10. Dixie Highway north to Algonquin Parkway; and\n11. Algonquin Parkway east to South Seventh Street;\n(b) To the east, South Seventh Street north to Ninth Street and Ninth Street\nnorth to the Ohio River; and\n(c) The Ohio River to the north and west;\n(2) Prior to any  development actions taken by the West  End  Opportunity\nPartnership, a minimum investment shall be pledged within the order listed and\nreceived by the West End Opportunity Partnership:\n(a) A combined total of twenty million dollars ($20,000,000) shall be pledged\nby and received from private sector investors and a consolidated local\ngovernment, with a minimum  of five million dollars ($5,000,000) pledged\nby a consolidated local government; and\n(b) 1. Only  upon  verification of receipt of the twenty million dollars\n($20,000,000) pledged under paragraph (a) of this subsection,\ngeneral  fund moneys  in the amount  of ten million dollars\n($10,000,000) shall be appropriated by the General Assembly to the\nDepartment  for Local Government  for use  by the West  End\nOpportunity Partnership for revitalization of the development area.\n2. The  Kentucky State Treasurer shall verify that the West  End\nOpportunity Partnership received the full twenty million dollars\n($20,000,000) in accordance with paragraph (a) of this subsection\nprior to the General Assembly  appropriating ten million dollars\n($10,000,000) from the general fund. The West End Opportunity\nPartnership shall provide the Kentucky  State Treasurer the\ninformation needed to verify receipt of the funds. Within thirty (30)\ndays of verifying the funds, the Kentucky State Treasurer shall notify\nthe Interim Joint Committee on Appropriations and Revenue.\n3. If the West End Opportunity Partnership has not received the full\ntwenty million dollars ($20,000,000) in accordance with paragraph\n(a) of this subsection prior to June 30, 2022, the General Assembly\nshall not appropriate the ten million dollars ($10,000,000) required\nby subparagraph 1. of this paragraph.","path":["KRS Chapter 65"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=50896","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:20Z","sha256":"18f5c1171061df83649adfbdea83f441d86807f9f769a6b3e5d35eefc87f252e","source_id":"us-ky","stale":false,"prev":"us-ky/krs-65.028","next":"us-ky/krs-65.030"},"notice":"GroundRules: Original legal text.
