{"data":{"id":"us-ky/krs-65.750","jurisdiction":"us-ky","citation":"KRS 65.750","heading":"Definitions for KRS 65.750 to 65.760.","body":"As used in KRS 65.750 to 65.760:\n(1) \"911 emergency service\" means a system that provides the end user of a service\nconnection with emergency services by using the digits 9 -1-1, directs emergency\ncalls to the appropriate public safety answering points based on the geographic\nlocation from wh ich the call originated, and provides the capability for automatic\nnumber identification and automatic location identification features in accordance\nwith the FCC order. As used in KRS 65.760, the term \"911 emergency service\"\nincludes the terms \"next gener ation 911\" as defined in KRS 65.7621, \"wireless\nenhanced 911 system,\" \"wireless enhanced 911 service,\" and \"wireless E911\nservice\" as used in KRS 65.7621 to 65.7643;\n(2) \"Automatic call distribution\" or \"ACD\" means a system that automatically\ndistributes incoming calls to PSAP attendants in the order the calls are received;\n(3) \"Automatic number identification\" or \"ANI\" means a feature that allows for the\nautomatic display of the 911 caller's ten (10) digit number, or equivalent, in\naccordance with applicable FCC rules and regulations;\n(4) \"Automatic location identification\" or \"ALI\" means a feature by which the location\nor estimated location of the calling party is made available to a PSAP in accordance\nwith applicable FCC rules and regulations;\n(5) \"Automatic location identification data management system\" or \"ALI/DBS\" means\na system of manual procedures and computer programs used to create, store, and\nupdate the data required for ALI in support of enhanced 911;\n(6) \"Automatic vehicle location\" or \"AVL\" mea ns a system used to track emergency\nresponder vehicles;\n(7) \"Dispersed private telephone system\" or \"DPTS\" means a multiline, shared tenant\nsystem or PBX used for the purpose of reselling telephone service to residential\ncustomers and whose connection to a  telephone network is capable of carrying\nemergency calls from more than one (1) specific location within a structure or\nstructures but does not mean a multiline, shared tenant system or PBX owned and\noperated by a state agency or used in providing service within a hotel or motel;\n(8) \"FCC order\" means the Order of the Federal Communications Commission, FCC\nDocket No. 94 -102, adopted effective October 1, 1996, including any subsequent\namendments or modifications thereof;\n(9) \"Fully enhanced 911 emergency te lephone service\" means a telephone network\nfeature that selectively routes calls placed to the national 911 emergency number to\nthe proper public service answering points (PSAPs) and provides the PSAP with a\nvoice connection and ANI and ALI information;\n(10) \"Geographic information systems\" or \"GIS\" means a system for capturing, storing,\ndisplaying, analyzing, and managing data, and associated attributes which are\nspatially referenced;\n(11) \"Law Enforcement Information Network of Kentucky and the National C rime\nInformation Center\" or \"LINK/NCIC\" means two (2) systems used by law\nenforcement and emergency communications personnel for short messaging\nbetween agencies and to request vehicle, driver, and criminal history checks;\n(12) \"Local government\" means any  city, county, urban -county government,\nconsolidated local government, unified local government, or charter county\ngovernment;\n(13) \"Master street address guide\" or \"MSAG\" means a database of street names and\nhouse number ranges within their associated com munities defining emergency\nservices zones and their associated emergency service numbers used by PSAPs to\nenable proper routing of 911 calls;\n(14) \"Private branch exchange\" or \"PBX\" means a privately owned switch system that\nconnects calls to a telephone company;\n(15) \"Public safety answering point\" or \"PSAP\" means a communications facility that is\nassigned the responsibility to receive 911 calls originating in  a given area and, as\nappropriate, to dispatch public safety services or to extend, transfer, or relay 911\ncalls to appropriate public safety agencies;\n(16) \"Service connection\" means the transmission, conveyance, or routing of voice, data,\nvideo, text, or  any other information signal of the purchaser's choosing by any\nmedium or method now in existence or later devised with the ability to directly\nconnect the user to 911 emergency services;\n(17) \"Service supplier\" means a person or entity that administers, maintains, and\noperates the ALI/DBS and may include telephone companies that provide local\nexchange telephone service to a telephone subscriber;\n(18) \"Station identification number\" or \"SIN\" means a number that a DPTS uses to\nidentify a specific station on the switch; and\n(19) \"Interconnected Voice over Internet Protocol\" or \"VoIP\" means a service that:\n(a) Enables real-time, two-way voice communications;\n(b) Requires a broadband connection from the user's location;\n(c) Requires Internet protocol-compatible customer premises equipment;
