{"data":{"id":"us-ky/krs-65.8911","jurisdiction":"us-ky","citation":"KRS 65.8911","heading":"Organization of commission -- Compensation -- Bond -- Applicability of","body":"Open Meetings Act and Open Records Act.\n(1) The commission shall organize by appointing a chair from among its members and\na secretary and a treasurer, who need not be commissioner s. The secretary shall\nkeep a record of all proceedings of the commission. The treasurer shall be the\nlawful custodian of all funds of the commission and shall make expenditures as\nauthorized by the commission. The secretary and treasurer shall perform oth er\nduties pertaining to the affairs of the commission and may receive salaries\nprescribed by the commission.\n(2) The commission shall:\n(a) Adopt bylaws and rules of procedure;\n(b) Establish a regular meeting time, date, and location; and\n(c) Decide upon other matters for conduct of its business.\n(3) The commission may employ and fix reasonable compensation for a qualified\ngeneral manager and other personnel comparable to the salary and benefits of the\npersonnel for similarly sized wastewater entities based on regional or national\nstandards. The commission may contract with and fix reasonable compensation for\nthe services of officers, agents, operators, and consultants, including engineers,\nattorneys, accountants, fiscal agents, and other professional persons.\n(4) Each commissioner shall receive the same compensation fixed by agreement among\nthe member entities and paid out of the commission's funds. Reasonable expenses\nincurred by a commissioner in the course of commission business shall be\nauthorized and ver ified by the commission and shall be paid with commission\nfunds.\n(5) Each commissioner shall have one (1) vote on matters requiring a vote. Each\ncommissioner, secretary, treasurer, and general manager shall be bonded for faithful\nperformance of his or her official duties pursuant to KRS 65.8917, 65.8919,\n65.8921, and 65.8923.
