{"data":{"id":"us-ky/krs-67a.070","jurisdiction":"us-ky","citation":"KRS 67A.070","heading":"Ordinance powers -- Conflicts -- Readings -- Effective date -- Publication","body":"requirements -- Adoption by reference to recognized codes.\n(1) Urban-county governments may enact and enforce within their territorial limits such\ntax, licensing, police, sanit ary and other ordinances not in conflict with the\nConstitution and general statutes of this state now or hereafter enacted, as they shall\ndeem requisite for the health, education, safety, welfare and convenience of the\ninhabitants of the county and for the  effective administration of the urban -county\ngovernment.\n(2) Urban-county government ordinances shall be deemed to conflict with general\nstatutes of this state only:\n(a) When the ordinance authorizes that which is expressly prohibited by a general\nstatute; or\n(b) When there is a comprehensive scheme of legislation on the same subject\nembodied in a general statute.\n(3) No ordinance or resolution shall be considered by the urban -county government\nlegislative body until it has been read at two (2) separate me etings; provided,\nhowever, that the requirement for a second reading may be suspended by a two -\nthirds (2/3) vote of the membership of the legislative body. Requirements for\nreading ordinances or resolutions may be satisfied by public reading of the title a nd\nof a certified synopsis of the contents prepared by an attorney licensed to practice\nlaw in the Commonwealth of Kentucky.\n(4) All ordinances and resolutions shall be effective upon passage, unless timely vetoed\nby the chief executive officer of the urba n-county government pursuant to the\nprovisions of the comprehensive plan of the urban -county government. All\nordinances of the urban -county government shall be published in full or by\npublication of the title and a certified synopsis prepared by an attorne y licensed to\npractice law in the Commonwealth of Kentucky. A certified synopsis shall include a\nbrief narrative setting out the main points of the ordinance in a way reasonably\ncalculated to inform the public in a clear and understandable manner of the meaning\nof the ordinance and shall contain the full text of any section that imposes taxes or\nfees. The publication shall occur in the daily newspaper which has the largest bona\nfide circulation in the county and is published in the publication area.\n(5) The provisions of any local, statewide or nationally recognized standard code and\ncodifications of entire bodies of local legislation may be adopted by ordinance\nwhich identifies the subject matter by title, source and date and incorporates the\nadopted provisions by reference without setting them out in full, provided a copy\naccompanies the adopting ordinance and is made a part of the permanent records of\nthe urban-county government.","path":["KRS Chapter 67A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=39701","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:27Z","sha256":"8e9c31b2dae0563952fc55476b7f29ad69323d86b2e7a979c55dd83e30766eab","source_id":"us-ky","stale":false,"prev":"us-ky/krs-67a.060","next":"us-ky/krs-67a.075"},"notice":"GroundRules: Original legal text.
