In the event such a unit is establishe d, the\nurban-county government shall by comprehensive plan or ordinance delegate to such unit,\nin addition to its regular functions not related to this statute, the initial performance of all\nor a part of the functions described as functions of the commiss ion in KRS 67A.230 to\n67A.250 and 67A.270, but no other sections hereof, except that in any event the decisions\nof the said unit shall be subject to review, amendment or change by the commission. In\nthe case of the certification of lists of eligible applic ants for employment, such lists may\nbe prepared by the executive unit, but shall be submitted to the appointing authority only\nafter approval of the commission; and in respect of all other matters delegated, periodic\nreports shall be made by the unit to th e commission, not less than monthly, and any\ndirections of the commission, or any proposed alterations or changes in the action of the\nunit shall be promptly complied with by the unit. The legislative body of the urban-county\ngovernment, subject to its com prehensive plan, may from time to time, revoke such\ndelegation of authority to the executive unit, and may establish reasonable procedures for\nreview of the actions of the executive unit, not in conflict with the provisions hereof, and\nnot in conflict with  the principle that personnel policy should in the first instance be\ndetermined by professional and trained personnel experts, but subject to the control of the\ncivil service commission. All other provisions of this section notwithstanding, in the\nevent that the commission amends, alters or changes any action of the unit, or in the event\nthat the commission gives any directions to the unit as provided herein, or in any way acts\nto control the unit as provided herein, such amendment, change, alteration, dire ction or\ncontrol shall be in writing and shall be supported by findings, which findings shall be\nsupported by substantial evidence of the error of the unit.","path":["KRS Chapter 67A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=23855","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:27Z","sha256":"7f1c5f04a6fcec48b7b0af683ea2fabae2a221a30efce09b2bf0ee58c4fd5634","source_id":"us-ky","stale":false,"prev":"us-ky/krs-67a.210","next":"us-ky/krs-67a.230"},"notice":"GroundRules: Original legal text.
