{"data":{"id":"us-ky/krs-67a.230","jurisdiction":"us-ky","citation":"KRS 67A.230","heading":"Civil service commission -- Membership -- Terms -- Rule-making and","body":"enforcement powers.\n(1) Any urban-county government shall operate under KRS 67A.230 to 67A.350, and,\nby comprehensive plan or ordinance, create a civil service commission, which shall\nhold culture-fair, open examinations or evaluations to determine the relative fitness\nof applicants for municipal employment within the urban -county government that\nare designated by comprehensive plan or ordinance. The urban -county government\nshall, by or dinance, create civil service classifications for all employees consistent\nwith the actual work to be performed by such employees.\n(2) The mayor, or other appointing authority, as determined by the comprehensive plan,\nsubject to the approval of the urban -county government legislative body, shall\nappoint five (5) persons who shall constitute the civil service commission of that\nurban-county government. No appointee shall be related by either blood or marriage\nto the mayor or any member of the urban -county legislative body. The appointees\nshall originally be appointed, two (2) for a term of two (2) years and three (3) for a\nterm of four (4) years, and the successors to these appointees shall be appointed in\nlike manner, each for a period of four (4) years and until his successor is appointed\nand qualified. A vacancy shall be filled for the unexpired term in the same manner\nas original appointments. There shall be chosen by the commission a secretary of\nthe commission. The secretary shall be an employee of the u rban-county\ngovernment who is covered by the provisions of KRS 67A.220 to 67A.310. Each\nappointee shall qualify by taking an oath of office as required by law. The salaries,\nif any, of the members of the commission may be fixed by the urban -county\ngovernment legislative body in accordance with its comprehensive plan.\n(3) If the appointing authority of any urban -county government fails to appoint a civil\nservice commission within ninety (90) days after he has the power to so appoint or\nafter a vacancy exists , the vice mayor, or the second ranking elected executive\nofficer of the urban -county government, however designated, shall make the\nappointment and the appointee shall hold office until the expiration of the term and\nuntil his successor is appointed and qualified.\n(4) The civil service commission shall make and enforce culture -fair rules, not\ninconsistent with the provisions of KRS 67A.220 to 67A.310, or the comprehensive\nplan or the ordinance of the urban -county government, for examinations and\nregistrations therefor.","path":["KRS Chapter 67A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=23856","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:27Z","sha256":"0b595c8eb7c0d5a98b1684985ee800fceea00dcd1df2181eab8dd60dbf2ab2a3","source_id":"us-ky","stale":false,"prev":"us-ky/krs-67a.220","next":"us-ky/krs-67a.240"},"notice":"GroundRules: Original legal text.
