The notice sh all be\npublished pursuant to KRS Chapter 424, and in addition, such reasonable actual notice as\nis best suited to advise affected benefited property owners shall be given to owners of the\nbenefited property using such methods as shall be determined by ordi nance of the urban-\ncounty government to be the most practicable in the circumstances.
