{"data":{"id":"us-ky/krs-7.100","jurisdiction":"us-ky","citation":"KRS 7.100","heading":"Duties of Legislative Research Commission.","body":"It shall be the duty of the Legislative Research Commission to:\n(1) Maintain in the State Capitol or State Capitol Annex for the use and information of\nthe General Assembly, a legislative reference room and working library; collect,\nsummarize, and index in formation of a legislative and governmental nature relating\nto legislation and legislative policies and index all bills introduced in the General\nAssembly. Permanent office space for the Legislative Research Commission and for\nthe director thereof and empl oyees or subcommittees shall be provided on the third\nfloor of the State Capitol. When the General Assembly is not in session, the\nCommission shall have jurisdiction over the use of the House and Senate chambers\nand over the allocation of all rooms used by the General Assembly while in session.\nThe Commission may provide for such other office space as it may deem necessary.\n(2) Make or cause to be made such investigations into statute law, legislation,\ngovernmental agencies and institutions, and matters of public policy as will aid the\nGeneral Assembly in performing its duties in the most efficient and economical\nmanner. In making such studies and investigations between the regular sessions of\nthe General Assembly, the Commission shall give priority to those  subjects\nrequested by the General Assembly. The Commission shall promptly consider any\nrequests of the General Assembly by bill or resolution for the creation of task\nforces, committees, subcommittees, or other entities for the purpose of studying or\nreviewing issues or subjects. Provisions of the bill or resolution to the contrary\nnotwithstanding, the Commission, in its sole discretion, may grant or deny the\nrequest to create an entity or alternatively assign the subject matter of the proposed\nstudy or re view to an existing committee or task force, including interim joint\nsubcommittees of the Commission.\n(3) Afford to any member of the General Assembly or any committee of either house of\nthe General Assembly such information and assistance as may be practi cable in the\npreparation of bills, memorials, resolutions, amendments, alterations and changes\nthereto, and revisions and substitutes thereof, proposed to be introduced into the\nGeneral Assembly.\n(4) The Commission, at the close of each legislative session , shall assume custody of\nall furniture, equipment, records, materials and supplies, and printed copies of bills\nin the possession of the clerks of the Senate and House. Immediately prior to the\nconvening of the next session, the Commission shall transfer all furniture,\nequipment, materials, and supplies to the clerks of the respective houses. The\nCommission may, when the General Assembly is not in session, authorize the\nexpenditure of funds appropriated to the General Assembly for the purchase, repair,\nor maintenance of furniture, equipment, materials, and supplies and contract for\nservices needed by the General Assembly.\n(5) The Commission shall prepare and publish or contract for the preparation and\npublishing of a daily index and digest of the content of  and legislative action on all\nmeasures introduced in the General Assembly.\n(6) After each election the Commission shall conduct a pre -session orientation\nconference for members of the General Assembly.\n(7) The Commission shall notify the members of the Ge neral Assembly of the reports\nfiled with the Commission for distribution to the members of the General Assembly\nand of the reports and publications of the Commission which are available for the\nmembers of the General Assembly. Each member of the General As sembly shall\nindicate upon a form provided by the Commission which reports shall be forwarded\nto the member.\n(8) Conduct, while the General Assembly is not in session, any and all business of the\nlegislative department of government, except for the passage  of legislation, which\ncould be conducted by the legislative department of government or the General\nAssembly if the General Assembly were in session.\n(9) Conduct such other business and possess such other powers and duties as may be\nassigned or authorized by the General Assembly by statute or otherwise.","path":["KRS Chapter 7"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=454","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:26Z","sha256":"85bc410fa5f5617ffd9532ac180171c44e434191fc5f711e4bc090cf0092d130","source_id":"us-ky","stale":false,"prev":"us-ky/krs-7.095","next":"us-ky/krs-7.101"},"notice":"GroundRules: Original legal text.
