{"data":{"id":"us-ky/krs-7.110","jurisdiction":"us-ky","citation":"KRS 7.110","heading":"Power to secure information -- Coercing production of evidence --","body":"Cooperation of other agencies -- Cooperation with other states -- Conference of\nCommissioners on Uniform State Laws -- Subcommittee and citizens'\ncommittee reports and recommendations.\n(1) The Commission, its co -chairmen or director, any other member of the General\nAssembly authorized by the director, or any employee authorized by the director,\nshall have access to all public records as provided in KRS 61.870 to 61.884, of\nevery agency, di vision or department of state government, and of any agency or\ninstitution, public or private, which has been the recipient of public funds. The\nCommission, its co -chairmen or director, any other member of the General\nAssembly authorized by the director, o r any employee authorized by the director,\nmay utilize automated data processing procedures and equipment in the accession of\npublic records, if such records exist in machine readable form.  To effect the\npurposes of this section, the Commission shall prom ulgate such rules and\nregulations relating to the accession of public records as are necessary.  The\nCommission, its co -chairmen or director, any other member of the General\nAssembly authorized by the director, or any employee authorized by the director,\nmay require information on oath of any person touching any matter which he is\ninstructed to investigate, study or audit, and shall have the power to subpoena\nwitnesses and records for such purpose, and otherwise compel the giving of\nevidence of any matter u nder study. If any person fails or refuses to testify or\nfurnish documentary evidence concerning any matter with respect to which the\nCommission desires information pertaining to the studies in which it is engaged, the\nFranklin Circuit Court, on applicatio n of the Commission, may compel obedience\nby proceedings for contempt as in the case of disobedience of a subpoena issued\nfrom the Circuit Court or a refusal to testify therein. Every witness so subpoenaed\nunder this section shall receive for his attendanc e the fee and mileage provided for\nwitnesses in civil cases in Circuit Court, which shall be audited and paid upon the\npresentation of proper vouchers sworn to by the witness and approved by the\nCommission.\n(2) All state agencies and institutions shall cooperate with the Commission to effectuate\nthe purposes of KRS 7.090 to 7.110 and shall submit copies of their annual or\nbiennial reports to the Commission.\n(3) The Commission shall encourage and arrange conferences with officials of other\nstates and of othe r units of government; carry forward the participation of this state\nas a member of the Council of State Governments, both regionally and nationally,\nand formulate proposals for cooperation between this state and other states. The\nLegislative Research Comm ission shall function as Kentucky's commission on\ninterstate cooperation in carrying out the program of the Council of State\nGovernments as it relates to Kentucky.\n(4) The Commission shall designate persons to represent Kentucky at the National\nConference of Commissioners on Uniform State Laws. The Commission shall\nreport the findings and recommendations of the national conference to the General\nAssembly. Any funds appropriated to the commissioners on uniform state laws shall\nbe paid out on vouchers approved by the director of the Commission.\n(5) The Commission may establish such subcommittees and advisory citizens'\ncommittees as may be convenient or desired for the proper and efficient\nperformance of its functions. Members of the General Assembly other than  those\nwho are members of the Commission designated to serve on subcommittees shall\nreceive the same travel allowances and compensation for attending meetings as they\ndo for attending meetings during a session of the General Assembly, except that\neach General Assembly member who is a chairman of a joint interim committee of\nthe Legislative Research Commission shall be paid, in addition to such allowances\nand compensation, ten dollars ($10) per day for each committee meeting that he\nchairs.\n(6) The Commission shall report its findings, either with or without recommendations,\nto the Governor of the Commonwealth, and to each member of the General\nAssembly at least thirty (30) days prior to the convening of each regular session of\nthe General Assembly.","path":["KRS Chapter 7"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=458","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:26Z","sha256":"bce4d0d28fc8653f02f52853eb5e1dd47f0c43a6627b7f529cf2b0038217130f","source_id":"us-ky","stale":false,"prev":"us-ky/krs-7.107","next":"us-ky/krs-7.1105"},"notice":"GroundRules: Original legal text.
