{"data":{"id":"us-ky/krs-7.119","jurisdiction":"us-ky","citation":"KRS 7.119","heading":"Inspection of legislative records by Kentucky resident -- Request to be sent to","body":"director -- Records not subject to disclosure -- Review of determination.\n(1) Records in the custody of the Legislative Research Commission or the General\nAssembly shall be available for distribution to the public, or open for inspection by\nany person who is a resident of the Commonwealth.\n(2) As used in subsection (1) of this section, \"records\" includes bills and amendments\nintroduced in the Senate or House of Repre sentatives, Senate and House Journals,\nActs of the General Assembly, roll call votes, final reports of committees, Kentucky\nAdministrative Regulations, documents showing salary and expenses paid to\nmembers of the General Assembly and all employees of the l egislative branch,\ncontracts, receipts and work orders for repairs or renovations to legislative offices or\nfacilities, items cataloged in the legislative library, the Legislative Record, and\ninformational and educational materials offered by the public in formation office,\nincluding legislative videotapes and photographs, calendars, and meeting notices.\n(3) Requests for records in the custody of the Legislative Research Commission or the\nGeneral Assembly set forth in subsection (2) of this section shall be directed to the\ndirector of the Legislative Research Commission, who shall determine within five\n(5) days, excepting Saturdays, Sundays, and legal holidays, after the receipt of the\nrequest whether to comply with the request, and shall, in writing notify t he person\nmaking the request of his or her decision. A request for a review of any\ndetermination by the director regarding a request for records set forth in subsection\n(2) of this section shall be made to the Legislative Research Commission, which\nshall issue its decision within thirty (30) days of the first scheduled meeting held\nfollowing receipt for review. If the Legislative Research Commission does not issue\nits decision on a review of the director's determination within thirty (30) days of the\nfirst scheduled meeting held following receipt of the request for review, the review\nshall be considered denied.\n(4) If a request for records in the custody of the Legislative Research Commission or\nthe General Assembly not described in subsection (2) of this se ction or in KRS\n7.117 is made to the director of the Legislative Research Commission, those records\nshall not be subject to disclosure. A request for review of the denial of the\ndisclosure shall be made to the Legislative Research Commission, which shall i ssue\nits decision within thirty (30) days of the first scheduled meeting held following\nreceipt of the request for review. That decision shall be final and unappealable.\n(5) Once a request for records is made, and unless otherwise permitted by statute, if the\nLegislative Research Commission determines that a denial of disclosure related to\nthat request was properly made, no member of the Commission, the General\nAssembly, or the staff of the Legislative Research Commission shall knowingly or\nintentionally disclose to any person the records that were the subject of the denied\nrequest. Violation of this subsection is a violation under KRS 6.734.\n(6) (a) If a public agency other than the Legislative Research Commission receives a\nrequest for inspection of a publ ic record that may fall under subsection (2) of\nthis section, the official custodian of the records for the public agency shall\nnotify the director of the Legislative Research Commission within two (2)\ndays of receipt of the request. The official custodian  of records for the public\nagency that received the request shall be required to respond to the request.\n(b) If the Legislative Research Commission receives a request relating to a\nspecific member of the General Assembly, the director shall notify that\nmember within one (1) day of receipt of the request.\n(7) Nothing in this section shall be construed as a waiver or diminishment of any\nconstitutional, common law, or statutory defenses, privileges, or immunities that\nmay apply to any member of the General Ass embly, legislative staff, legislative\nagency or entity, or any other member or employee of the legislative branch.","path":["KRS Chapter 7"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=51395","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:26Z","sha256":"ab8aeb6f2703ee2830e62d57e3ea5438e9542af6c94eb02174355890700060f3","source_id":"us-ky","stale":false,"prev":"us-ky/krs-7.117","next":"us-ky/krs-7.120"},"notice":"GroundRules: Original legal text.
