{"data":{"id":"us-ky/krs-7.200","jurisdiction":"us-ky","citation":"KRS 7.200","heading":"Commission on Race and Access to Opportunity.        (Effective until","body":"January 1, 2027)\n(1) The Commission on Race and Access to Opportunity is hereby established within\nthe legislative department of state government. The purpose of the commission\nshall be to conduct studies and research on issues where disparities may exist across\nthe sectors of educational equity, child welfare, health, economic opportunity,\njuvenile justice, criminal justice, and any other sectors that are deemed relevant in\nan effort to identify areas of improvement in providing services and opportunities\nfor minority communities.\n(2) The commission shall be composed of the following thirteen (13) members:\n(a) One (1) member appointed by the President of the Senate and the Speaker  of\nthe House of Representatives from a list of three (3) names provided by the\nProsecutors Advisory Council;\n(b) Four (4) members of the Senate, two (2) of whom shall be appointed by the\nSenate President, and two (2) of whom shall be appointed by the Sena te\nMinority Floor Leader;\n(c) Four (4) members of the House of Representatives, two (2) of whom shall be\nappointed by the Speaker of the House, and two (2) of whom shall be\nappointed by the House Minority Floor Leader; and\n(d) Four (4) members from the private and nonprofit sectors, universities, or local\ngovernments who have expertise in social policy related to education, health,\neconomic development, or the law and who shall be appointed for up to two\n(2) consecutive, three (3) year terms by the following:\n1. One (1) shall be appointed by the Senate President;\n2. One (1) shall be appointed by the Senate Minority Floor Leader;\n3. One (1) shall be appointed by the Speaker of the House; and\n4. One (1) shall be appointed by the House Minority Floor Leader.\n(3) The President of the Senate and the Speaker of the House shall each appoint one (1)\nco-chair of the commission from among that chamber's members appointed to the\ncommission.\n(4) Any vacancy which may occur in the membership of the commission shall be filled\nby the appointing authority who made the original appointment.\n(5) The commission shall have the authority to:\n(a) Hold monthly meetings during the interim meeting period of the General\nAssembly;\n(b) Seek comment, testimony, documents, records, or other information from\nvarious government agencies and organizations representing the public to\naddress existing and potential barriers to minority success and empowerment;\nand\n(c) Provide research-driven policy proposals and actionable items when areas of\nimprovement are identified.\n(6) A majority of the entire membership of the commission shall constitute a quorum.\n(7) The Legislative Research Commission shall have exclusive jurisdiction over th e\nemployment of personnel necessary to carry out the provisions of this section.\n(8) The commission shall publish and submit an annual report to the Legislative\nResearch Commission with recommendations on any potential legislative or\nadministrative actions with respect to their findings.\nEffective: June 29, 2021","path":["KRS Chapter 7"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=51325","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:26Z","sha256":"7a1f8a23bd1688a1a37807de7862447318391b475d1f5dc5443b52db258c6b19","source_id":"us-ky","stale":false,"prev":"us-ky/krs-7.190","next":"us-ky/krs-7.310"},"notice":"GroundRules: Original legal text.
