{"data":{"id":"us-ky/krs-7b.070","jurisdiction":"us-ky","citation":"KRS 7B.070","heading":"Coordination by center of long -term planning -- Relationships with state","body":"agencies -- Use of center's findings and recommendations.\n(1) The center shall serve as a mechanism for coordinating resources and groups to\nfocus on long-term planning;\n(2) The center shall solicit input from the Legislative Research Commission, the\nGovernor's Office for Policy and Management, universities, the private sector and\nthe public, including local governments and area development districts;\n(3) The Governor's Office  for Policy and Management and the Legislative Research\nCommission shall biennially submit to the center a list of issues solicited from the\nprogram cabinets of the executive branch and co -chairs of interim legislative\ncommittees, respectively. The center shall include these issues in its broad -based\nefforts to determine priority study areas;\n(4) A representative from the Governor's Office for Policy and Management and a\nlegislator appointed by the Legislative Research Commission shall be invited to\nserve on each advisory committee;\n(5) The board may enter into agreements with state agencies and institutions of higher\neducation to provide staff on a time-limited basis for specific research projects;\n(6) The center shall:\n(a) Ensure that if departments or age ncies of state government have\nresponsibilities in an area of policy under study, they are encouraged to\ncomment on the potential effects of government policies on critical trends and\nalternative futures;\n(b) Consider the comments of the departments and ag encies in performing its\nduties under this chapter; and\n(c) Include the official comments of the departments and agencies in any report\nprovided to the Governor and the Legislative Research Commission.\n(7) Findings and recommendations in the studies of the  center shall be delivered to the\nGovernor and the Legislative Research Commission for referral to the appropriate\nagency and interim committee. The head of the state agency or program to which\nthe report pertains and the co -chairs of the interim legislati ve committees with\njurisdiction shall give affirmative consideration to the report by a written response\nto the center within sixty (60) days, stating the action that shall be taken in response\nto the report.\n(8) (a) As the branches propose drafts of uniform forms to be used by all budget units\npursuant to KRS 48.040(1), they shall provide for the affirmative\nconsideration of the trends set forth by the biennial trends report of the center;\n(b) As the Legislative Resea rch Commission prescribes the uniform forms,\nrecords, and instructions to be used by branch budget units, it shall\nincorporate a requirement that agencies explain how their budget priorities\naddress the trends and long -term policy implications set forth in  the biennial\ntrends report of the center.","path":["KRS Chapter 7B"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=511","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:48:27Z","sha256":"1073ac8cc271318a82e03163db958ba7376903681afff0f31978c9c7d4e35256","source_id":"us-ky","stale":false,"prev":"us-ky/krs-7b.060","next":"us-ky/krs-7b.080"},"notice":"GroundRules: Original legal text.
