{"data":{"id":"us-ky/krs-82.084","jurisdiction":"us-ky","citation":"KRS 82.084","heading":"Exemption from procurement and advertising requirements for certain","body":"purchases.\nKRS 45A.345 to 45A.460 and 424.260 shall not apply to city governments, urban -county\ngovernments, consolidated local governments, or air boards identified i n and operating\nunder the provisions of KRS 183.142(1) for the purchase of:\n(1) Products or services when there is a single source of the product or service to be\nprocured within a reasonable geographic area;\n(2) Products needed as replacement parts for pe rsonal property or equipment where the\nneed cannot be reasonably anticipated and maintaining an inventory of replacement\nparts is not feasible;\n(3) Vehicles and equipment installed on vehicles that are used exclusively for law\nenforcement purposes, if the purchaser obtains at least three (3) quotes prior to\nmaking the purchase and retains records documenting the quotes; and\n(4) Products or services that are provided by:\n(a) Entities recognized by the Office of Vocational Rehabilitation under KRS\nChapter 163  that operate programs for the rehabilitation of individuals who\nare blind or visually impaired;\n(b) Agencies for individuals with severe disabilities as described in KRS\n45A.465;\n(c) A qualified veterans' workshop providing job and employment -skill training\nto veterans where such a workshop is operated by the United States\nDepartment of Veterans Affairs;\n(d) Nonprofit organizations, employment services organizations, or other private\nbusiness organizations with established operations within the jurisdictio n of\nthe city, urban-county government, or consolidated local government with the\nmain mission or business purpose of serving individuals with disabilities by\noffering transitional or supported employment services or other rehabilitative\nprograms and servi ces, including but not limited to serving individuals with\nsevere mental or physical disabilities or those recovering from substance\nabuse disorders; or\n(e) Nonprofit community service organizations operating within the jurisdiction\nof the city, urban-county government, or consolidated local government when\nthere is a determination in the official record of the legislative body that the\npurchase of the product s or services would serve a mutual benefit to the\ngovernment and the organization by:\n1. Furthering the purposes of the organization;\n2. Providing a service or product needed by the government;\n3. Advancing a specific public purpose; and\n4.
