The board of aldermen shall adopt rules to\ngovern its proceedings, and may enforce the attendance of members by rules or\nordinances with appropriate fines. The board of aldermen shall upon notice meet within\nseven (7) days after its members have taken office, and shall thereafter hold two (2)\nregular meetings in each month.
