{"data":{"id":"us-ky/krs-83a.010","jurisdiction":"us-ky","citation":"KRS 83A.010","heading":"Definitions for chapter.","body":"As used in this chapter, unless the context otherwise requires:\n(1) \"Board\" means the board of commissioners in any city organized and governed\nunder the city manager plan.\n(2) \"Code of ordinances\" means a reenactment of the body of positive municipal law,\nread and interpreted as a whole, with the text arranged by subject matter and\nproperly indexed.\n(3) \"Commission\" means the city commission in any city organized and governed under\nthe commission plan.\n(4) \"Composite index\" means a loose -leaf compilation o f all ordinances listed by date\nof passage, arranged by subject matter of the contents and indexed alphabetically.\n(5) \"Council\" means the city legislative body in any city organized and governed under\nthe mayor-council plan.\n(6) \"Executive authority\" mean s the mayor in any city organized and governed under\nthe mayor-council plan or the mayor-alderman plan as provided in KRS Chapter 83,\nthe commission in any city organized and governed under the commission plan, or\nthe board of commissioners in any city organized under the city manager plan.\n(7) \"Executive order\" means an order issued by the executive authority of a\nmunicipality which is binding upon the officers and employees of the municipality\nand any governmental agency over which the municipality has jurisdiction.\n(8) \"Legislative body member\" means a city councilman in any city organized and\ngoverned under the mayor -council plan, a city commissioner in any city organized\nand governed under the commission plan, or city manager plan, or a city alderman\nin any city of the first class organized under the mayor -alderman plan provided by\nKRS Chapter 83.\n(9) \"Municipal order\" means an official act of the legislative body of a municipality\nwhich is binding upon the officers and employees of the municipality and any\ngovernmental agency over which the municipality has jurisdiction.\n(10) \"Officer\" means any person elected to a position by the voters or any person\nappointed to a position which (a) is created by the Constitution, the General\nAssembly, or a city; (b) p ossesses a delegation of a portion of the sovereign power\nof government; (c) has powers and duties to be discharged which are conferred\ndirectly or by implication by the city; (d) has duties performed independently and\nwithout control of a superior power o ther than law; (e) has some permanency; (f)\nrequires an official oath; (g) is assigned by a commission or other written authority;\nand (h) provides for an official bond if required by proper authority.\n(11) \"Ordinance\" means an official action of a city legislative body, which is a regulation\nof a general and permanent nature and enforceable as a local law or is an\nappropriation of money.\n(12) \"Summary\" means a brief narrative prepared under the supervision of an attorney\nsuccinctly covering the main points  of an official statement, ordinance, or rule in a\nway reasonably calculated to inform the public in a clear and understandable\nmanner as to its meaning.","path":["KRS Chapter 83A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=25162","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:44Z","sha256":"180dad8fb14f25354111959948f4f0239660e43d35f6d6148e094f2cb04ef4ca","source_id":"us-ky","stale":false,"prev":"us-ky/krs-83.690","next":"us-ky/krs-83a.020"},"notice":"GroundRules: Original legal text.
