{"data":{"id":"us-ky/krs-90.140","jurisdiction":"us-ky","citation":"KRS 90.140","heading":"Personnel director -- Appointment -- Qualifications -- Removal -- Duties --","body":"Employment of chief examiner -- Certification of payroll changes.\n(1) The board shall employ a personnel director who shall be the administrative officer\nof the board. The pers onnel director shall be, at the time of appointment, a person\nfamiliar, and in sympathy, with the principles, and experienced in the methods and\ntechnique, of personnel administration on the merit basis and a person of recognized\ncharacter and ability.\n(2) Beginning January 1, 1973, the personnel director shall be appointed for a term of\none (1) year and shall serve thereafter on a year to year basis unless notified in\nwriting thirty (30) days before the year expires that he will not be reappointed;\nprovided however that the personnel director may be removed at any time only for\ncause and after public hearing by the board and after at least ten (10) days' notice\nshall have been given to the said director, which notice shall contain a copy of the\ncharges preferred against him, and the decision of the board thereon shall be final.\nAt such hearing the personnel director may be represented by counsel.\n(3) The personnel director shall be the secretary -treasurer of the board and shall attend\nall the meetings thereo f; shall set up and direct the actual work of the board;\nsupervise and direct the work of the employees thereof; make such investigations as\nmay be deemed desirable and report thereon to the board. The personnel director\nshall submit to the board not later  than the first day of November of each year an\nannual report on the operations of the board for the preceding fiscal year, and shall\ndischarge all such other duties as the board may require.\n(4) The board shall employ a chief examiner who shall be profess ionally qualified and\nexperienced in the art of testing, and who shall formulate, give, grade, and retain\ncontrol of, all written tests as required by the board, and said chief examiner shall\nreport to the board the results of all tests given and he shall be solely responsible to\nthe board. The job of personnel director may not be combined with the job of chief\nexaminer. The chief examiner shall be responsible only to the civil service board\nand shall perform such other duties as the board may require.\n(5) The director of finance of the city shall immediately certify to the personnel director\nthe name of any person in the classified service added to or removed from the\npayroll.","path":["KRS Chapter 90"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=25427","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:47Z","sha256":"48662cfa6dbc01967a822b3a3ead7467efaa1276e5c12ef5bf319b1623dddcf5","source_id":"us-ky","stale":false,"prev":"us-ky/krs-90.130","next":"us-ky/krs-90.150"},"notice":"GroundRules: Original legal text.
