{"data":{"id":"us-ky/krs-90.160","jurisdiction":"us-ky","citation":"KRS 90.160","heading":"Rules and regulations governing classification, tests, eligible lists, probation,","body":"reinstatement, promotion -- Other rules.\n(1) The board shall, after public notice and hearing, make, promulgate, and if and when\nnecessary, amend, rules and regulations f or the appointment, transfer, laying -off,\nreinstatement, deductions from pay, leave of absence, promotion, demotion,\ndismissal, and suspension, of all employees of the city in the classified service\nwithin the purview of KRS 90.110 to 90.230, including tho se who may hereafter be\nplaced in the classified service pursuant hereto, and for the classification of such\nemployees for appointment, promotion and transfer, and shall report its proceedings\nand rules to the mayor, legislative body, the director of publi c welfare, the director\nof public health, and the director of safety of the city. Such rules shall, among other\nthings, provide:\n(a) For the standardization and classification of all offices, positions and\nemployment in the classified service and the class ification thereof into groups\nand subdivisions to be based upon and created according to the respective\nduties and responsibilities thereof, and shall be so arranged as to promote the\nfilling of the higher grade as far as practicable by promotion.\n(b) For open competitive tests to ascertain the relative fitness of all applicants for\nappointment to said offices, positions and places of employment in the\nclassified service within the purview of KRS 90.110 to 90.230, including\nthose which may hereafter be plac ed in the classified service pursuant hereto,\nand such tests shall be practicable and relate to matters which will fairly\nmeasure the relative fitness of candidates to discharge the duties of the\npositions or offices or places of employments to which they seek appointment.\nNotice of such tests shall be given by publication pursuant to KRS Chapter\n424 and by posting notices in the city hall.\n(c) For the creation of eligible lists upon which shall be entered the names of\nsuccessful candidates in the order of their standing through examination; and\nfor the filling of places in the classified service by the appointing authorities\nwho shall select from not more than three (3) candidates graded highest on the\nappropriate eligible list.\n(d) For a period of probatio n not exceeding twelve (12) months nor less than six\n(6) months, before an appointment or employment is made a regular\nappointment.\n(e) For reinstatement on the eligible list of persons who, without default or\ndelinquency, are separated from the service.\n(f) For promotion from the lower grades to the higher based on records of\nefficiency and seniority to be furnished by the appointing authority and kept\nby the board, or upon competitive promotion tests, or both.\n(2) The enumeration of the foregoing subject matter of rules and regulations is not\nexclusive, and the board may make and promulgate such other reasonable rules and\nregulations as are necessary or desirable to the enforcement of and not inconsistent\nwith KRS 90.110 to 90.230.","path":["KRS Chapter 90"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=25429","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:49:47Z","sha256":"70602b146c9593d12300500d7f6a6af9d1f9342e3dca0342da590bb4c4192bf9","source_id":"us-ky","stale":false,"prev":"us-ky/krs-90.150","next":"us-ky/krs-90.170"},"notice":"GroundRules: Original legal text.
