The commission may elect a\nsecretary and treasurer, not a member of the commission, who shall hold the\ncombined office at the  pleasure of the commission, and may receive a salary to be\nfixed and paid by the commission, not exceeding $2,500 per annum. The\ncommission may select and fix the compensation of such officers or employees as it\ndeems necessary to properly carry on the wo rk of the commission, to serve at the\npleasure of the commission. The compensation of all officers and employees of the\ncommission employed in the operation or maintenance of the memorial shall\nconstitute maintenance expenses and shall be paid as such.\n(2) A commission in a city of the home rule class shall annually elect a chairman from\nits members, to serve for the term of one (1) year.
