Each appointive member shall be at least twenty -five (25) years of age\nand reside within the city or the county in which the city is located, and be  the owner of\nreal estate or a householder. No officer or employee of the city, whether holding a paid or\nunpaid office, shall be eligible for appointment to the commission. All appointees shall be\nsubject to the approval of the legislative body of the cit y. The term of office shall be four\n(4) years and until their successors are appointed and qualified.
