{"data":{"id":"us-ky/krs-99.520","jurisdiction":"us-ky","citation":"KRS 99.520","heading":"Legislative finding and policy of KRS 99.520 to 99.590.","body":"It is hereby found and declared that (1) there exist in communities of the state, slum,\nblighted and deteriorated areas which constitute a serious and growing menace, injurious\nto the public health, safety, morals and welfare of the residents of the state,  and the\nfindings and declarations heretofore made in KRS 99.330 with respect to slum and\nblighted areas are hereby affirmed and restated, (2) certain slum, blighted or deteriorated\nareas, or portions thereof, may require acquisition and clearance, as prov ided in KRS\n99.330 to 99.510, since the prevailing condition of decay may make impracticable the\nreclamation of the area by conservation or rehabilitation, but other areas or portions\nthereof may, through the means provided in KRS 99.330 to 99.510 and KRS 99.520 to\n99.590, be susceptible of conservation or rehabilitation in such a manner that the\nconditions and evils hereinbefore enumerated may be eliminated, remedied or prevented,\nand to the extent feasible salvable slum and blighted areas should be conser ved and\nrehabilitated through voluntary action and the regulatory process, and (3) all powers\nconferred by KRS 99.330 to 99.510 and KRS 99.520 to 99.590, are for public uses and\npurposes for which public money may be expended and such other powers exercise d, and\nthe necessity in the public interest for the provisions of KRS 99.330 to 99.510 and KRS\n99.520 to 99.590, is hereby declared as a matter of legislative determination.
