{"data":{"id":"us-ky/krs-99.530","jurisdiction":"us-ky","citation":"KRS 99.530","heading":"Urban renewal projects.","body":"(1) In addition to its authority under KRS 99.330 to 99.510, an agency is hereby\nauthorized to plan and undertake urban renewal projects. As used in KRS 99.520 to\n99.590, an urban renewal project may include undertakings and activities for the\nprevention of th e development or spread of slums or blighted, deteriorated, or\ndeteriorating areas, or the elimination thereof, and may involve any work or\nundertaking for such purpose constituting a redevelopment project or any\nrehabilitation or conservation work, or any  combination of such undertaking or\nwork. For this purpose, \"rehabilitation or conservation work\" may include:\n(a) Carrying out plans for a program of voluntary or compulsory repair and\nrehabilitation of buildings or other improvements;\n(b) Acquisition of real property and demolition, removal, relocation, historic\npreservation, or rehabilitation of buildings and improvements thereon where\nnecessary to eliminate unhealthful, unsanitary, or unsafe conditions; lessen\ndensity; reduce traffic hazards; eliminate obsolete or other uses detrimental to\nthe public welfare; remove or prevent the spread of blight or deterioration; or\nprovide land or buildings, and improvements thereon, for needed public\nfacilities;\n(c) Installation, construction, or reconstruction of st reets, utilities, parks,\nplaygrounds, and other improvements necessary for carrying out the objectives\nof the urban renewal project; and\n(d) The disposition, for uses in accordance with the objectives of the urban\nrenewal project, of any property or part t hereof acquired in the area of such\nproject; provided that such disposition shall be in the manner prescribed in\nKRS 99.450 for the disposition of property in a redevelopment project area.\n(2) Notwithstanding any other provisions of KRS 99.330 to 99.510 an d KRS 99.520 to\n99.590, where the local governing body certifies that an area is in need of\nredevelopment or rehabilitation as a result of a flood, fire, hurricane, earthquake,\nstorm, or other catastrophe respecting which the Governor of the State has cert ified\nthe need for disaster assistance under Public Law 875, Eighty -First Congress, or\nother federal law, the local governing body may approve an urban renewal plan and\nan urban renewal project with respect to such area without regard to any provisions\nof KRS 99.330 to 99.510 and KRS 99.520 to 99.590, requiring public hearings or\nrequiring that the urban renewal plan conform to a general or master plan for the\ncommunity as a whole, or that the urban renewal area be a slum area, or a blighted,\ndeteriorated, or deteriorating area, or that the urban renewal area be predominantly\nresidential in character or be developed or redeveloped for residential uses.","path":["KRS Chapter 99"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=26553","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:01Z","sha256":"5305540e8019a3cf78636356ffa02ed833455c0785782988983c16fd1c801a3a","source_id":"us-ky","stale":false,"prev":"us-ky/krs-99.520","next":"us-ky/krs-99.540"},"notice":"GroundRules: Original legal text.
