{"data":{"id":"us-ky/krs-99.700","jurisdiction":"us-ky","citation":"KRS 99.700","heading":"Legislative findings and policy.","body":"(1) It is hereby found:\n(a) That there exist within the jurisdiction of many local governments in this\nCommonwealth blighted and deteriorated properties in neighborhoods which\ncause the deterioration of those and contiguous neighborhoods and constitute\na serious and growing menace wh ich is injurious to the public health, safety,\nmorals, and general welfare of the residents of the Commonwealth, and are\nbeyond remedy and control solely by regulatory process in the exercise of the\npolice power;\n(b) That the existence of blighted and dete riorated properties within\nneighborhoods, and the growth and spread of blight and deterioration or the\nthreatened deterioration of other neighborhoods and properties:\n1. Contribute substantially and increasingly to the spread of disease and\ncrime, and to losses by fire and accident;\n2. Necessitate expensive and disproportionate expenditures of public funds\nfor the preservation of the public health and safety, for crime prevention,\ncorrection, prosecution, and punishment, for the treatment of juvenile\ndelinquency, for the maintenance of adequate police, fire and accident\nprotection, and for other public services and facilities;\n3. Constitute an economic and social liability;\n4. Substantially impair or arrest the sound growth of the community;\n5. Retard the pr ovision of decent, safe, and sanitary housing\naccommodations;\n6. Depreciate assessable values;\n7. Cause an abnormal exodus of families from these neighborhoods; and\n8. Are detrimental to the health, the well -being, and the dignity of many\nresidents of these neighborhoods;\n(c) That this menace cannot be effectively dealt with by private enterprise without\nthe aids provided herein; and\n(d) That the benefits which would result from eliminating  the blighted properties\nthat cause the blight and deterioration of neighborhoods will accrue to the\ninhabitants of the neighborhoods in which these conditions exist and to the\ninhabitants of this Commonwealth generally.\n(2) It is hereby declared:\n(a) That it is the policy of this Commonwealth to protect and promote the health,\nsafety, and welfare of the people of the Commonwealth by eliminating the\nblight and deterioration of neighborhoods through the elimination of blighted\nand deteriorated properties within these neighborhoods;\n(b) That the elimination of such blight and deterioration and the preparation of the\nproperties for sale or lease, for development or redevelopment, constitute a\npublic use and purpose for which public money may be expended and pri vate\nproperty acquired and are governmental functions in the interest of the health,\nsafety, and welfare of the people of the Commonwealth; and\n(c) That the necessity in the public interest for the provisions enacted herein is\nhereby declared to be a legislative determination.","path":["KRS Chapter 99"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=45360","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:02Z","sha256":"fcbd04128eee3025166689712b8398710eb002225fbd054cbd534c3a063f06f8","source_id":"us-ky","stale":false,"prev":"us-ky/krs-99.680","next":"us-ky/krs-99.705"},"notice":"GroundRules: Original legal text.
