{"data":{"id":"us-ky/krs-99a.020","jurisdiction":"us-ky","citation":"KRS 99A.020","heading":"Ordinance establishing neighborhood redevelopment zone.","body":"(1) Any local government may by ordinance establish one (1) or more neighborhood\nredevelopment zones.  Such zones shall be substantially residential in character and\nshall consist chiefly of residential buildings at least twenty -five (25) years of age.\nTo be eligible for designation as a neighborhood redevelopment zone the area shall\nbe found by the legislative body to be characterized by:\n(a) Deteriorating housing stock;\n(b) Abandoned residential buildings or vacant lots where the dwelling has been\ndemolished by fire, vandalism or as an unsafe structure;\n(c) Such other characteristics which cause the legislative body of the local\ngovernment to believe the neighborhood is in a deteriorating economic and\nphysical condition; or\n(d) Such detrimental conditions  that the effect is to discourage mortgagees from\nmaking loans for, and present or prospective property owners from investing\nin the purchase and rehabilitation of residential buildings.\n(2) The legislative body of the local government may establish a nei ghborhood\nredevelopment zone in accordance with subsection (1) of this section either on its\nown initiative or upon a petition filed with the clerk of the legislative body, signed\nby the owners or lessees of seventy -five percent (75%) of the assessed value  of the\nproperty located within the proposed zone.\n(3) No zone shall be established by a local government unless certified by the executive\ndirector as qualifying pursuant to this chapter.\n(4) Prior to the first reading of an ordinance proposing to estab lish a neighborhood\nredevelopment zone, the legislative body shall give notice by mail to the last known\nowner of all real property within the proposed redevelopment zone and hold a\npublic hearing on the question of establishment of the zone.  The notice s hall\ncontain a description of the boundaries of the proposed zone and shall set out a date\nfor a public hearing on the establishment of the zone at which any of the owners,\ntheir lessees or any other resident or taxpayer of the local government may appear.\n(5) Once established, a neighborhood redevelopment zone may be dissolved only by\nordinance, but in no event sooner than ten (10) years from its establishment.\n(6) Upon the effective date of the ordinance establishing the zone all residential\nproperty located therein shall be subject to the provisions of this chapter.","path":["KRS Chapter 99A"],"source_url":"https://apps.legislature.ky.gov/law/statutes/statute.aspx?id=26599","current_through":"Includes enactments through the 2026 Regular Session","vintage":"09/05/2026","retrieved_at":"2026-09-05T20:50:02Z","sha256":"5a5761d2c54dc6fdda44668c9a3255b7385279dad178b7dcecc9e401aef90581","source_id":"us-ky","stale":false,"prev":"us-ky/krs-99a.010","next":"us-ky/krs-99a.030"},"notice":"GroundRules: Original legal text.
