The commissioner shall appoint a Hemophilia Advisory Committee, hereafter referred to as the committee, to consult with the department in the administration of this act. The committee shall be composed of five persons representing hospitals, the Massachusetts Blood Bank Association, voluntary agencies interested in hemophilia, medical specialists in hemophilia patient care and the general public.\nThe commissioner shall appoint one member as chairman. Each member shall hold office for a term of four years and until his successor is appointed and qualified.
