Code, Criminal Law § 13–603","heading":"","body":"(a) Before an organization listed in subsection (b) of this section may operate a gaming event or casino event, the organization shall obtain a permit from the Department of Permits and Development Management.\n(b) (1) An organization that meets the conditions of paragraph (2) of this subsection may conduct a gaming event or casino event if the organization is a bona fide:\n(i) religious organization;\n(ii) fraternal organization;\n(iii) civic organization, including:\n1. a hunting organization;\n2. a social organization; or\n3. a sporting organization;\n(iv) volunteer fire organization;\n(v) veterans’ organization;\n(vi) veterans’ hospital;\n(vii) amateur athletic organization; or\n(viii) charitable organization.\n(2) An organization that conducts a gaming event or casino event under this section shall spend a majority of the net proceeds from the gaming event or casino event for the following in the county:\n(i) purposes that benefit religious purposes;\n(ii) fraternal purposes;\n(iii) civic purposes;\n(iv) volunteer fire operations;\n(v) purposes that benefit veterans;\n(vi) purposes that benefit a veterans’ hospital;\n(vii) purposes related to amateur athletics; or\n(viii) charitable purposes.\n(c) (1) A permit to conduct a gaming event or casino event shall provide that only the members of the permit holder may manage the gaming event or casino event.\n(2) A permit is not transferable.\n(d) (1) An organization that obtains a permit may award a prize of money or merchandise using:\n(i) a paddle wheel;\n(ii) a wheel of fortune;\n(iii) a chance book;\n(iv) bingo; or\n(v) any other gaming device except:\n1. a card game;\n2. a dice game; or\n3. roulette.\n(2) Except as provided in § 13-604 of this subtitle, a person may not:\n(i) operate a card game, a dice game, or roulette; or\n(ii) conduct a casino event.\n(3) An organization that obtains a permit shall ensure that:\n(i) an individual or group of individuals does not benefit financially from the holding of the gaming event;\n(ii) an individual or group of individuals does not receive any of the proceeds of the gaming event for personal use or benefit; and\n(iii) the gaming event is managed personally by the members of the permit holder.","path":["Article - Criminal Law"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gcr\u0026section=13-603","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:08Z","sha256":"9c98fd994dd2ee1020dbc53a0cc67a58aa67acde2982cea31aa4e50fffd2453f","source_id":"us-md","stale":false,"prev":"us-md/md.-code-criminal-law-13-602","next":"us-md/md.-code-criminal-law-13-604"},"notice":"GroundRules: Original legal text.
