Code, Economic Development § 13–1003","heading":"","body":"(a) (1) The Council consists of the members described in this subsection.\n(2) The voting members of the Council are:\n(i) from Cecil County:\n1. the County Executive; and\n2. two members of the County Council, appointed by the County Council;\n(ii) from Kent County, the three commissioners;\n(iii) from Queen Anne’s County, three commissioners, appointed by the Board of County Commissioners;\n(iv) three municipal elected officials, one from each county, appointed by:\n1. their respective municipal corporations; or\n2. the Eastern Shore Municipal Association if the municipal corporations are unable to appoint a member within a reasonable time; and\n(v) if the majority of the member’s legislative district is in the region, each member of the General Assembly representing the region.\n(3) The nonvoting members of the Council are:\n(i) each commissioner in the region who is not appointed under paragraph (2) of this subsection;\n(ii) each county council member of the region who is not appointed under paragraph (2) of this subsection;\n(iii) each other member of the General Assembly representing the region if the majority of the member’s legislative district is not in the region; and\n(iv) three county administrators, one from each county.\n(4) The bylaws of the Council may provide for additional members who are private individuals.\n(b) (1) A member appointed under subsection (a)(2)(i), (ii), or (iii) of this section may designate another commissioner or a county administrator representing the same county to vote by proxy for the member when the member is absent from a meeting.\n(2) A member who designates a proxy shall inform the Executive Director in advance of the meeting.\n(c) (1) A member who qualifies because of the member’s elected or appointed position is a member of the Council only during the member’s term of office in the elected or appointed position.\n(2) At the end of a term, a member continues to serve until a successor is appointed and qualifies.\n(d) Council membership is not an office of profit.","path":["Article - Economic Development"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gec\u0026section=13-1003","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:28Z","sha256":"988da15fb3e897b3b34cd8a3eb9b2fc4194ba53433ce4e432b80fa800b947fa0","source_id":"us-md","stale":false,"prev":"us-md/md.-code-economic-development-13-1002","next":"us-md/md.-code-economic-development-13-1004"},"notice":"GroundRules: Original legal text.
