Code, Economic Development § 13–712","heading":"","body":"(a) (1) The Council may operate in the region.\n(2) Association with the Council is open to all counties, municipal corporations, and special districts in the region.\n(b) The Council may:\n(1) adopt a seal;\n(2) sue;\n(3) adopt bylaws and rules for the conduct of its business;\n(4) enter into contracts or agreements;\n(5) borrow money and accept advances, loans, grants, contributions, and any other form of assistance from the federal government, the State, or other public or private source;\n(6) give any required security;\n(7) include in any contract for financial assistance with the federal government any reasonable and appropriate condition imposed under federal laws that is not inconsistent with the purposes of this subtitle;\n(8) execute any instrument and act as necessary, convenient, or desirable to carry out its powers and the purposes of this subtitle; and\n(9) monitor, coordinate, and facilitate the activities and policies of any additional programs serving the region, except those subject to State or federal designation.\n(c) The Council shall:\n(1) adopt bylaws governing the procedures and policies of its membership; and\n(2) publish its rules.","path":["Article - Economic Development"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gec\u0026section=13-712","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:28Z","sha256":"d972b69dcccfecc2cba4a01799c114d6c6cdd6169ad9445a622de5f3b46fcfe4","source_id":"us-md","stale":false,"prev":"us-md/md.-code-economic-development-13-711","next":"us-md/md.-code-economic-development-13-713"},"notice":"GroundRules: Original legal text.
