Code, Economic Development § 5–403","heading":"","body":"(a) The General Assembly finds that:\n(1) unemployment conditions exist in many areas of the State;\n(2) the acquisition and improvement of facilities are essential to relieve this unemployment and establish a balanced economy in the State;\n(3) the health, safety, welfare, and right of gainful employment of residents throughout the State will be promoted by the acquisition and improvement of facilities;\n(4) the control or abatement of environmental pollution in the State, including noise pollution, is necessary to:\n(i) protect the health, safety, and welfare of the residents of the State;\n(ii) protect natural resources;\n(iii) retain and attract industry and commercial enterprises; and\n(iv) promote economic development;\n(5) public ports in the State are valuable assets and any improvements to these ports that increase the import and export of waterborne commerce will directly benefit residents throughout the State;\n(6) businesses need greater access to capital markets; and\n(7) the availability of financial assistance under this subtitle will promote the economic development of the State.\n(b) The purposes of this subtitle are to:\n(1) relieve unemployment in the State;\n(2) encourage the increase of industry and commerce and a balanced economy in the State;\n(3) help retain and attract industry and commerce through measures including:\n(i) port development;\n(ii) the control, reduction, or abatement of environmental pollution; and\n(iii) the utilization and disposal of wastes;\n(4) promote economic development;\n(5) protect natural resources and encourage resource recovery;\n(6) encourage the creation and expansion of day care facilities in the State; and\n(7) promote the health, safety, and welfare of residents throughout the State.","path":["Article - Economic Development"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gec\u0026section=5-403","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:28Z","sha256":"7605bd45793d18abfeef24ae767dffcea06798bc5b7278d8d54462bc14faf657","source_id":"us-md","stale":false,"prev":"us-md/md.-code-economic-development-5-402","next":"us-md/md.-code-economic-development-5-404"},"notice":"GroundRules: Original legal text.
