Code, Education § 15–118","heading":"","body":"(a) (1) In this section the following words have the meanings indicated.\n(2) (i) “Debt” means any money, obligation, claim, or sum due or owed by a student to an institution of higher education.\n(ii) “Debt” includes:\n1. Credit extended by or on behalf of the institution that a student is obligated to repay; and\n2. A nonfederal loan or debt agreement that is issued expressly for postsecondary education expenses and that is guaranteed by:\nA. An institution of higher education; or\nB. A private educational lender that is affiliated with an institution of higher education.\n(iii) “Debt” does not include the fee, if any, charged to a student for the actual costs of providing a transcript.\n(3) “Student” includes current students and former students of an institution of higher education.\n(b) An institution of higher education may not:\n(1) Refuse to provide a transcript to a student because the student owes a debt;\n(2) Condition the issuance of a transcript on the payment of a debt;\n(3) Charge a higher fee for obtaining a transcript because a student owes a debt;\n(4) Provide less favorable treatment of a transcript request because a student owes a debt; or\n(5) Use transcript issuance as a tool for debt collection.","path":["Article - Education"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ged\u0026section=15-118","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:38Z","sha256":"c86100c47ff5c2a37c547e10f24e53058bd8fb5f05ef02b5151514387f1cd51b","source_id":"us-md","stale":false,"prev":"us-md/md.-code-education-15-117","next":"us-md/md.-code-education-15-119"},"notice":"GroundRules: Original legal text.
