Collins III Leadership With Honor Scholarship Program.\n(b) An individual is eligible for a scholarship under this section if the individual is:\n(1) Eligible for in–State tuition;\n(2) A member of a Reserve Officer Training Corps (ROTC) program;\n(3) A minority student or a student who is a member of another group historically underrepresented in Reserve Officer Training Corps (ROTC) programs; and\n(4) A student at a historically black college or university in the State.\n(c) The Office shall:\n(1) Award at least 25% of its total annual grant money to students at Bowie State University;\n(2) Award the remaining amount of its total annual grant money to students at historically black colleges and universities other than Bowie State University;\n(3) Determine the amount of each award;\n(4) Select the recipient of each award; and\n(5) Prioritize students with financial need in selecting recipients of each award.\n(d) The Governor shall include in the State budget an annual appropriation of at least $1,000,000 to the Program.\n(e) The Office shall adopt procedures or regulations necessary to implement this section.","path":["Article - Education"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ged\u0026section=18-605","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:38Z","sha256":"26a04345ce1955a6c8640ca094fc0af5dd35bc1092061c50b2849a74c0f2840d","source_id":"us-md","stale":false,"prev":"us-md/md.-code-education-18-604","next":"us-md/md.-code-education-18-708"},"notice":"GroundRules: Original legal text.
