Code, Education § 4–311","heading":"","body":"(a) (1) Notwithstanding any provision of local law, the board shall establish a personnel system governing certificated and noncertificated employees, including a performance–based system–wide personnel evaluation system for teachers, principals, and administrators.\n(2) To carry out the requirements of this section, the board may:\n(i) Establish and abolish positions;\n(ii) Determine employee qualifications;\n(iii) Establish terms of employment, including compensation, benefits, holiday schedules, and leave policies; and\n(iv) Determine any other matters concerning employees.\n(b) The personnel system shall provide fair and equitable procedures for:\n(1) The redress of employee grievances; and\n(2) The hiring, promotion, and termination of employees in accordance with law.","path":["Article - Education"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ged\u0026section=4-311","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:38Z","sha256":"cd96681fb07c67d14088589ad6ef91703b7d56eeef1850afda4dcfb064ea7736","source_id":"us-md","stale":false,"prev":"us-md/md.-code-education-4-310","next":"us-md/md.-code-education-4-312"},"notice":"GroundRules: Original legal text.
