Code, Education § 7–1501","heading":"","body":"(a) In this subtitle the following words have the meanings indicated.\n(b) “Advisory Board” means the School Safety Subcabinet Advisory Board.\n(c) (1) “Behaviors of concern” means behaviors or threats that indicate a student may pose a risk of self–harm or harm to others.\n(2) “Behaviors of concern” includes:\n(i) Expressions of hopelessness;\n(ii) Known drug use;\n(iii) Suicidal gestures or statements; and\n(iv) Known gang activity.\n(d) “Center” means the Maryland Center for School Safety.\n(e) “Drill” means a formalized exercise by which school system personnel, staff, or students rehearse a school emergency plan.\n(f) “Fund” means the Safe Schools Fund.\n(g) “Local law enforcement agency” means:\n(1) A police department of a county or municipal corporation in the State; or\n(2) A sheriff’s office that provides a law enforcement function in a county or municipal corporation in the State.\n(h) “Safety evaluation” means a written assessment of the safety conditions in each public school, including ingress, egress, and access to areas of refuge for all students.\n(i) “School emergency plan” means a plan for each local school system and each public school within the school system that addresses mitigation of, preparedness for, response to, and recovery from emergencies, including:\n(1) Violent or traumatic events on school grounds during regular school hours or during school–sponsored activities; and\n(2) Events in the community that affect school operations.\n(j) “School resource officer” means:\n(1) A law enforcement officer as defined under § 1–101(c) of the Public Safety Article who has been assigned to a school in accordance with a memorandum of understanding between the chief of a law enforcement agency as defined under § 3–201(d) of the Public Safety Article and the local education agency; or\n(2) A Baltimore City school police officer, as defined in § 4–318 of this article.\n(k) “School security employee” means an individual, as defined in regulations adopted by the Subcabinet, who:\n(1) Is not a school resource officer; and\n(2) Is employed by a local school system to provide safety and security–related services at a public school.\n(l) “Subcabinet” means the School Safety Subcabinet.\n(m) “Wraparound services” means services provided to students, and their families as appropriate, including:\n(1) Mentoring;\n(2) Tutoring;\n(3) Child care services;\n(4) Housing referrals;\n(5) Transportation;\n(6) Crisis intervention;\n(7) Substance abuse prevention and treatment;\n(8) Legal aid;\n(9) Academic counseling; and\n(10) Career counseling.","path":["Article - Education"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ged\u0026section=7-1501","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:38Z","sha256":"6be870cd47ef6cb30a488e84932c0a7452d5056a0ef52872f0c85b3f07292d75","source_id":"us-md","stale":false,"prev":"us-md/md.-code-education-7-14a-09","next":"us-md/md.-code-education-7-1502"},"notice":"GroundRules: Original legal text.
