Code, Election Law § 9–403","heading":"","body":"(a) The State Board shall establish guidelines for the administration of provisional ballot voting by the local boards.\n(b) The guidelines shall provide for:\n(1) the provisional ballot application process;\n(2) ballot security, including storage of returned ballots;\n(3) the canvass process;\n(4) notice of the canvass to candidates, political parties, campaign organizations, news media, and the general public;\n(5) observers of the process;\n(6) review of ballots and envelopes submitted for compliance with the law and for machine tabulation acceptability;\n(7) standards for disallowance of ballots during the canvass;\n(8) storage and retention of ballots following canvass and certification; and\n(9) the free access system required under § 11-303(f) of this article.\n(c) The State Board shall:\n(1) in consultation with the local boards, assess the guidelines before each primary election; and\n(2) revise the guidelines if indicated.","path":["Article - Election Law"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gel\u0026section=9-403","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:57:47Z","sha256":"5e800966a7dc56239335cdf51b0b9a1bb100393edf3dc6aa39e3db60a672abdf","source_id":"us-md","stale":false,"prev":"us-md/md.-code-election-law-9-402","next":"us-md/md.-code-election-law-9-404"},"notice":"GroundRules: Original legal text.
