Code, Health - General § 13–4303","heading":"","body":"(a) The Commission consists of the following members:\n(1) One member of the Senate, appointed by the President of the Senate;\n(2) One member of the House of Delegates, appointed by the Speaker of the House;\n(3) The Secretary, or the Secretary’s designee;\n(4) The Secretary of Aging, or the Secretary’s designee;\n(5) The Secretary of Budget and Management, or the Secretary’s designee;\n(6) The Secretary of Disabilities, or the Secretary’s designee;\n(7) The State Superintendent of Schools, or the State Superintendent’s designee;\n(8) The Secretary of Housing and Community Development, or the Secretary’s designee;\n(9) The Secretary of Human Services, or the Secretary’s designee;\n(10) The Secretary of Planning, or the Secretary’s designee;\n(11) The Deputy Secretary for Behavioral Health, or the Deputy Secretary’s designee;\n(12) The Deputy Secretary for Public Health Services, or the Deputy Secretary’s designee;\n(13) The Deputy Secretary for Health Care Financing, or the Deputy Secretary’s designee;\n(14) The Maryland Insurance Commissioner, or the Insurance Commissioner’s designee;\n(15) The Executive Director of the Health Services Cost Review Commission, or the Executive Director’s designee;\n(16) The Executive Director of the Office of Minority Health and Health Disparities, or the Executive Director’s designee;\n(17) The Executive Director of the Maryland Health Care Commission, or the Executive Director’s designee;\n(18) The Executive Director of the Maryland Community Health Resources Commission, or the Executive Director’s designee;\n(19) One representative of a local health department, designated by the Maryland Association of County Health Officers; and\n(20) The following members, appointed by the Secretary with the advice of the Health Services Cost Review Commission:\n(i) At least one representative of hospitals in the State;\n(ii) At least two individuals with experience in hospital–based population health;\n(iii) At least one representative of a federally qualified health center in the State;\n(iv) At least two representatives of community–based organizations;\n(v) At least two patients from underserved communities;\n(vi) At least one representative of a managed care organization;\n(vii) At least one representative of a commercial health insurer;\n(viii) At least two representatives of clinicians and providers who are not affiliated with a hospital or a federally qualified health center;\n(ix) At least one representative from the State Rural Health Office; and\n(x) At least one representative of a tribal community in the State.\n(b) To the extent practicable, the members appointed to the Commission shall reflect the geographic, racial, ethnic, cultural, and gender diversity of the State.\n(c) A majority of the members present at a meeting shall constitute a quorum.\n(d) (1) Subject to paragraph (2) of this subsection, the Commission shall determine the times, places, and frequency of its meetings.\n(2) The Commission shall meet at least four times each year.","path":["Article - Health - General"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ghg\u0026section=13-4303","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:58:48Z","sha256":"26d3fc53216d4c727a21b55bc34db801493af4745019fd957577e79357a578b0","source_id":"us-md","stale":false,"prev":"us-md/md.-code-health-general-13-4302","next":"us-md/md.-code-health-general-13-4304"},"notice":"GroundRules: Original legal text.
