Code, Health - General § 19–702","heading":"","body":"(a) In adopting this subtitle, the General Assembly intends to:\n(1) Provide alternative methods for the delivery of health care services to residents of this State, with a view toward achieving greater efficiency and economy in providing these services;\n(2) Encourage the formation of health maintenance organizations that provide health care services to subscribers or groups of subscribers who contract for these services under a system of prepayments; and\n(3) Encourage the formation of health maintenance organizations by such diverse groups as:\n(i) Nonprofit health service plans;\n(ii) Medical health service plans;\n(iii) Medical care foundations;\n(iv) Groups of professionals, either in the form of partnerships or professional corporations;\n(v) Consumer sponsored organizations; or\n(vi) Business or legal entities.\n(b) To carry out the intent of subsection (a) of this section, the policy of this State is to:\n(1) Provide one overall State law that:\n(i) Regulates health maintenance organizations;\n(ii) Allows flexibility for the many forms these health maintenance organizations may take; and\n(iii) Facilitates public understanding and uniform administration of the rules and regulations that are adopted under this subtitle;\n(2) Eliminate legal barriers to the organization, promotion, and expansion of health maintenance organizations;\n(3) Provide for regulation of:\n(i) The quality of health care, by the Department and by professional standards review organizations where appropriate; and\n(ii) All other matters covered under this subtitle, by the Commissioner; and\n(4) Exempt health maintenance organizations from the insurance laws of this State, except as set forth in this subtitle.","path":["Article - Health - General"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ghg\u0026section=19-702","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:58:48Z","sha256":"8cb6090408db467b54fa7d5c8e29091938ce654a33e14faf36c3fe5d2255b644","source_id":"us-md","stale":false,"prev":"us-md/md.-code-health-general-19-701","next":"us-md/md.-code-health-general-19-703"},"notice":"GroundRules: Original legal text.
