Code, Housing and Community Development § 4–1803","heading":"","body":"(a) A local government qualifies for participation in the Program if:\n(1) the local government has:\n(i) a 5–year consolidated plan approved by the United States Department of Housing and Urban Development; or\n(ii) a comprehensive plan;\n(2) the plans listed in item (1) of this subsection:\n(i) have a workforce housing element;\n(ii) assess workforce housing needs; and\n(iii) contain goals, objectives, and policies to preserve or develop workforce housing; and\n(3) the local government provides a statement to the Department indicating:\n(i) a desire to participate in the Program; and\n(ii) a reasonable expectation of the local government’s ability to provide the matching funds required under § 4–1804 of this subtitle.\n(b) The workforce housing element in the 5–year consolidated plan or the comprehensive plan of a qualifying local government may include:\n(1) preservation and renovation of existing housing stock;\n(2) redevelopment of existing residential areas;\n(3) streamlined regulatory processes and reduced regulatory fees for construction or renovation;\n(4) financial incentives for construction and renovation including local property tax credits;\n(5) special zoning regulations for construction and renovation including inclusionary zoning;\n(6) efforts to preserve workforce housing stock for subsequent first–time homebuyers and renters;\n(7) coordination with neighboring jurisdictions;\n(8) coordination with private sector employers; and\n(9) leveraging of federal financial assistance.","path":["Article - Housing and Community Development"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ghs\u0026section=4-1803","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:07Z","sha256":"9c2f525b92b73ead89cedfad2ac8234345683d01f2785bff2633e5c94036721d","source_id":"us-md","stale":false,"prev":"us-md/md.-code-housing-and-community-development-4-1802","next":"us-md/md.-code-housing-and-community-development-4-1804"},"notice":"GroundRules: Original legal text.
