Code, Housing and Community Development § 4–301","heading":"","body":"(a) In this subtitle the following words have the meanings indicated.\n(b) “Eligible homebuyer” means an individual who meets the qualifications under § 4-305 of this subtitle.\n(c) “Fund” means the Homeownership Programs Fund.\n(d) (1) “Homebuyer education” means instruction in preparing for homeownership, shopping for a home, getting a mortgage loan, loan closing, and life as a homeowner.\n(2) “Homebuyer education” includes housing counseling.\n(e) “Program” means the Down Payment and Settlement Expense Loan Program.\n(f) “Program loan” means a loan that the Department makes under this subtitle.\n(g) (1) “Settlement expenses” means money that must be paid at the time of the purchase of real estate.\n(2) “Settlement expenses” includes:\n(i) fees and premiums for title examination, title insurance, and similar expenses;\n(ii) fees for preparing deeds, settlement statements, and other documents;\n(iii) payments owed at settlement for property taxes and hazard insurance coverage;\n(iv) escrows for future payments of taxes and hazard insurance;\n(v) fees for notarizing deeds and other documents;\n(vi) appraisal fees;\n(vii) fees for credit reports;\n(viii) transfer and recordation taxes and fees;\n(ix) fees and premiums for mortgage insurance; and\n(x) loan discount points and origination fees.","path":["Article - Housing and Community Development"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ghs\u0026section=4-301","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:07Z","sha256":"4c669501742a1a050ad569216b7800711b905f3af73c7625e07aa16f850a9d92","source_id":"us-md","stale":false,"prev":"us-md/md.-code-housing-and-community-development-4-255","next":"us-md/md.-code-housing-and-community-development-4-302"},"notice":"GroundRules: Original legal text.
