Code, Human Services § 3–101","heading":"","body":"(a) In this title the following words have the meanings indicated.\n(b) “Department” means the Department of Human Services.\n(c) (1) “Local board” means the board of social services in a county.\n(2) “Local board” includes the commission of social services in Baltimore City.\n(d) “Local department” means:\n(1) a local department of social services created or continued in a county under § 3–201 of this title; or\n(2) in Montgomery County, the Montgomery County government.\n(e) “Local director” means the director of a local department.\n(f) “Local governing authority” means:\n(1) in references to executive authority:\n(i) the board of county commissioners of a county that does not have a charter form of government;\n(ii) the highest executive authority of a county that has a charter form of government; or\n(iii) the Mayor of Baltimore City;\n(2) in references to purely legislative authority:\n(i) the board of county commissioners of a county that does not have a charter form of government;\n(ii) the county council of a county that has a charter form of government; or\n(iii) the City Council of Baltimore City; or\n(3) in references to combined executive and legislative authority:\n(i) the board of county commissioners of a county that does not have a charter form of government;\n(ii) the county council and the highest executive authority of a county that has a charter form of government; or\n(iii) the Mayor and City Council of Baltimore City.\n(g) “Secretary” means the Secretary of Human Services.","path":["Article - Human Services"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=ghu\u0026section=3-101","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:17Z","sha256":"4bcfa7b7980a5f6220af3172733907ac33d9123ca82be6478d3cafcfee439c4e","source_id":"us-md","stale":false,"prev":"us-md/md.-code-human-services-2-506","next":"us-md/md.-code-human-services-3-201"},"notice":"GroundRules: Original legal text.
