Code, Local Government § 1–1316","heading":"","body":"(a) A unit of a county or municipal government may not knowingly use\npublic funds to influence the decisions of county or municipal employees to:\n(1) support or oppose an employee organization that represents or\nseeks to represent the employees of the county or municipality; or\n(2) become a member of an employee organization.\n(b) This section does not apply to an activity performed or an expense\nincurred in connection with:\n(1) addressing a grievance or negotiating or administering a\ncollective bargaining agreement;\n(2) allowing an employee organization or a representative of an\nemployee organization access to and use of a county’s or municipality’s facilities or\nproperties;\n(3) performing an activity required by federal or State law or a\ncollective bargaining agreement;\n(4) negotiating, entering into, or carrying out a voluntary recognition\nagreement with an employee organization; or\n(5) paying wages to a represented employee while the employee is\nperforming duties if the payment is permitted under a collective bargaining\nagreement.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=1-1316","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"d6082fccbe35776eb7bdec6e8fe82bda928dffe888dc48cae9ebdff9afcb93b5","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-1-1315","next":"us-md/md.-code-local-government-1-1317"},"notice":"GroundRules: Original legal text.
