Code, Local Government § 1–1405","heading":"","body":"(a) Except as limited by the authority’s articles of incorporation, an\nauthority has all the powers specified in this subtitle.\n(b) An authority may:\n(1) adopt, amend, and repeal bylaws for the conduct of business of\nthe authority;\n(2) sue and be sued;\n(3) maintain an office at a place the authority designates;\n(4) borrow money;\n(5) issue bonds and other obligations for any corporate purpose in\naccordance with this subtitle or an ordinance adopted under this subtitle;\n(6) invest money of the authority in instruments, obligations,\nsecurities, or property;\n(7) enter into contracts and execute the instruments or agreements\nnecessary or convenient to carry out this subtitle or an ordinance adopted under this\nsubtitle to accomplish the purposes of the authority;\n(8) solicit and accept gifts, grants, loans, or other assistance in any\nform from any public or private source, subject to this subtitle or any ordinance\nadopted under this subtitle;\n(9) participate in a program of the federal government, the State, a\npolitical subdivision of the State, or an intergovernmental entity created under State\nlaw;\n(10) contract for goods and services;\n(11) study, develop, and prepare reports or plans to assist in the\nauthority’s exercise of powers and to monitor and evaluate the authority’s progress;\n(12) contract with public or private entities for services necessary to\nmanage and operate the authority;\n(13) provide acquisition, management, and sale services to a local\ngovernment for property owned by the local government;\n(14) create, own, control, or be a member of a corporation, limited\nliability company, partnership, or other person, whether operated for profit or not for\nprofit, for the purposes of developing property in order to maximize marketability;\n(15) exercise a power usually possessed by a private corporation in\nperforming similar functions, unless to do so would conflict with State law;\n(16) insure against losses in connection with the real property, assets,\nor activity of the authority;\n(17) design, develop, construct, demolish, rehabilitate, renovate,\nrelocate, and otherwise improve real property or interests in real property;\n(18) raise revenue by any legal means required to make the operations\nand activities of the authority self–sustaining; and\n(19) do all things necessary or convenient to carry out the powers\nexpressly granted by this subtitle or by an ordinance adopted under this subtitle.\n(c) An authority may delegate to a member or officer a power granted to the\nauthority by this subtitle, including the power to execute a bond, obligation,\ncertificate, deed, lease, mortgage agreement, or other document or instrument.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=1-1405","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"b1d66c7d4a71cc0feba0855475deb54457915d105b259e89119a989ce746a02d","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-1-1404","next":"us-md/md.-code-local-government-1-1406"},"notice":"GroundRules: Original legal text.
