Code, Local Government § 17–201","heading":"","body":"(a) In this subtitle the following words have the meanings indicated.\n(b) “Financial officer” means the treasurer or other financial officer of a\ngovernmental entity who is responsible for the investment of public funds or the\nissuance and management of debt of the governmental entity.\n(c) “Governing authority” means:\n(1) for Baltimore City, the Baltimore City Board of Estimates;\n(2) for a commission county, the county commissioners;\n(3) for a charter county, as provided by local law, the county council\nor the county executive and the county council;\n(4) for a code county, the county commissioners;\n(5) for a community college, the board of trustees;\n(6) for a municipality, the body provided by the municipal charter;\n(7) for the Washington Suburban Sanitary Commission, the\nCommission;\n(8) for a public corporation, the board of directors; and\n(9) for an authority, the board of the authority.\n(d) (1) Except as provided in paragraph (2) of this subsection, “public\nmoney” means any money held by a governmental entity.\n(2) “Public money” does not include money held as part of a pension\nfund, a fund for other postemployment benefits, as defined in § 17–102(a) of this title,\na trust fund account, or a facility closure reserve fund or for self–insurance purposes.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=17-201","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"9351cb1ae1a883239e7118a52c353adb4111e5c53f6661f9a4d5b2509f31634e","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-17-104","next":"us-md/md.-code-local-government-17-202"},"notice":"GroundRules: Original legal text.
