Code, Local Government § 19–610","heading":"","body":"(a) The authorizing resolution, and notes and agreements authorized under\nthe authorizing resolution, are not subject to:\n(1) procedures required for legislative acts; or\n(2) referendum.\n(b) The authorizing resolution may include covenants regarding the\npayment of principal of and interest on the notes, notwithstanding any:\n(1) limitation in the county charter;\n(2) other public general law; or\n(3) public local law.\n(c) (1) A county may adopt an authorizing resolution without complying\nwith any procedures in:\n(i) the county charter;\n(ii) any public general law; or\n(iii) a public local law.\n(2) Public school construction and capital improvements financed by\na county under this part are not a capital project of a county for purposes of any\nconstitutional, charter, statutory, or other limitation.\n(d) Any notes or agreements issued or entered into under this part may not\nbe subject to or included in any constitutional, charter, statutory, or other limitation\nfor the issuance of indebtedness by a county.\n(e) The provisions of this part are self–executing.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=19-610","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"3cb1cd4a28ca6499bdef2ad59cf8eca24ebaaa20a868cdb350d29909054ed5b7","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-19-609","next":"us-md/md.-code-local-government-19-611"},"notice":"GroundRules: Original legal text.
