Code, Local Government § 22–101","heading":"","body":"(a) In this title the following words have the meanings indicated.\n(b) (1) “Bond” means an obligation for the payment of money, by\nwhatever name known or source of funds secured, issued by a local government or\nResilience Authority under State and local general or special statutory authority.\n(2) “Bond” includes a refunding bond, a note, and any other\nobligation.\n(c) “Capital costs” means costs incurred for acquisition, planning, design,\nconstruction, repair, renovation, reconstruction, expansion, site improvement, and\ncapital equipping.\n(d) “Chief executive” means the president, the chair, the mayor, the county\nexecutive, or any other chief executive officer or head of a local government.\n(e) “Climate change” includes sea level rise, nuisance flooding, increased\nrainfall events, erosion, and temperature rise.\n(f) “Local government” means a county or municipality.\n(g) “Resilience Authority” means an authority incorporated by one or more\nlocal governments in accordance with this title whose purpose is to undertake or\nsupport resilience infrastructure projects.\n(h) (1) “Resilience infrastructure” means infrastructure that mitigates\nthe effects of climate change.\n(2) “Resilience infrastructure” includes flood barriers, green spaces,\nbuilding elevation, and stormwater infrastructure.\n(i) “Resilience infrastructure project” means a project to finance or\nrefinance the capital costs associated with resilience infrastructure.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=22-101","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"ca1f6a21861e3514aabee891cbf387042d61c555a81656510fd16e6f9182203a","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-21-806","next":"us-md/md.-code-local-government-22-102"},"notice":"GroundRules: Original legal text.
