Code, Local Government § 24–104","heading":"","body":"(a) A council may:\n(1) study governmental problems common to two or more of its\nmembers, including matters affecting:\n(i) economic conditions;\n(ii) education;\n(iii) environment;\n(iv) health;\n(v) regional development;\n(vi) safety; and\n(vii) welfare;\n(2) promote cooperative arrangements and coordinate action among\nits members; and\n(3) make recommendations for review and action to its members and\nother public agencies that perform functions in the region.\n(b) A council may employ staff and consultants.\n(c) A council shall adopt bylaws that designate its officers and provide for\nthe conduct of its business.\n(d) A council shall submit an annual report of its activities to its members.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=24-104","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"4e96bd033a5c4f575efbcec488df58b7cc49590f76372c789110a9c689af767c","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-24-103","next":"us-md/md.-code-local-government-24-105"},"notice":"GroundRules: Original legal text.
