Code, Local Government § 31–101","heading":"","body":"(a) In this title the following words have the meanings indicated.\n(b) “Aggregate” means to correlate, link, or associate personally identifiable\ninformation from one provider with personally identifiable information from any\nother provider inside the Baltimore City Youth Data Hub.\n(c) “Authorized purpose” means an evidence–based, testable inquiry that is\nintended to yield results that further the purpose of the Baltimore City Youth Data\nHub.\n(d) “Baltimore City Youth Data Hub” means an integrated, electronic data\nmanagement system that links data about youth from any provider.\n(e) (1) “Data” means any information about a youth.\n(2) “Data” includes names, addresses, telephone numbers, dates of\nbirth, information on gender, ethnicity, and English language proficiency, family or\npersonal incomes, other family data, Social Security numbers, student or employee\nidentification numbers, enrollment and attendance dates, performance information\nin any jobs, internships, schools, or other programs, current and past health\ninformation, including birth weights, maternal health at birth, and exposure to lead,\nand information on the receipt individually or by family of welfare benefits.\n(f) (1) “Data recipient” means any individual, agency, or entity that\nreceives de–identified data from the Baltimore City Youth Data Hub for analysis,\nresearch, or evaluation purposes.\n(2) “Data recipient” includes the manager or a provider.\n(g) “De–identified data” means any personally identifiable information that\nis permanently removed in a manner that leaves no reasonable basis to believe that\nthe remaining information can be used to successfully link the de–identified data to\na particular individual.\n(h) “Executive committee” means the body that provides vision, oversight,\nand leadership for the Baltimore City Youth Data Hub.\n(i) “Manager” means the nongovernmental custodian of the Baltimore City\nYouth Data Hub responsible for its operation, upkeep, and security.\n(j) “Personally identifiable information” includes:\n(1) an individual’s name;\n(2) the name of an individual’s parent or other family members;\n(3) the address of an individual or an individual’s family members;\n(4) a personal identifier, including an individual’s Social Security\nnumber, student identification number, or biometric record;\n(5) an indirect identifier, including an individual’s date of birth, place\nof birth, or mother’s maiden name; and\n(6) any data that, either alone or in combination, would tend to\nassociate or link a piece of information with a particular individual in a manner that\nwould allow a reasonable person in the community to identify the particular\nindividual.\n(k) “Provider” means:\n(1) the Mayor and City Council of Baltimore City;\n(2) Baltimore’s Promise; and\n(3) the Baltimore City Board of School Commissioners.\n(l) “Secure” means to implement a comprehensive data security program to\nmaintain data in strict confidence and protect personally identifiable information and\nde–identified data aggregated through the Baltimore City Youth Data Hub from\nunauthorized access, use, modification, or disclosure.\n(m) “Youth” means any person under the age of 21 years who:\n(1) resides in Baltimore City;\n(2) attends or graduated from an elementary or secondary school in\nBaltimore City; or\n(3) participates in or graduated from any youth program in\nBaltimore City.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=31-101","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"7bbfe18db77387c0c3122aa5de3ef8249fc157a5fcfbb393e4f0ec4c5890c686","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-30-108","next":"us-md/md.-code-local-government-31-102"},"notice":"GroundRules: Original legal text.
