Code, Local Government § 32–103","heading":"","body":"(a) There is a Prince George’s County Recreation Blue Ribbon Workgroup.\n(b) The Workgroup consists of the following members:\n(1) two members appointed by the Prince George’s County House\nDelegation;\n(2) two members appointed by the Prince George’s County Senate\nDelegation;\n(3) two members appointed by the County Executive;\n(4) two members appointed by the County Council;\n(5) the president of the Prince George’s County Boys and Girls Club;\n(6) one representative of the Prince George’s County Department of\nParks and Recreation, designated by the Director of the Department;\n(7) the Prince George’s County Parks and Recreation Youth and\nCountywide Sports Division Chief;\n(8) one representative of the UFCW Local 1994 Municipal and\nCounty Government Employees Organization, appointed by the County Executive;\n(9) the chief executive officer of the Prince George’s County Arts and\nHumanities Council;\n(10) one representative of the National Recreation and Park\nAssociation, appointed by the County Council; and\n(11) one representative of the Prince George’s County Aging and\nDisabilities Services Division, appointed by the County Executive.\n(c) Each member of the Workgroup may be qualified on the basis of\nknowledge and experience pertinent to the purpose of the Workgroup including:\n(1) public recreation operations;\n(2) managing active and passive culture and leisure programs;\n(3) recreational youth sports;\n(4) public finance and fiscal affairs;\n(5) government operations;\n(6) performing and visual arts;\n(7) quasi–public entities; or\n(8) a field of comparable relevance to delivering public recreation\nservices.\n(d) The purpose of the Workgroup is to study and make recommendations\non:\n(1) improving access to the existing youth sports, arts, and recreation\nprogramming available to residents of the county;\n(2) improving access to publicly owned facilities, fields, and gyms for\ncounty–based organizations;\n(3) improving access to opportunities for county–based minority–\nowned and small businesses in procurements related to the delivery of recreation\nprojects and programs;\n(4) the potential costs, benefits, advantages, and disadvantages of\ntransferring the responsibility for specific operations of the existing youth sports,\narts, and recreation functions from the Commission to a different entity whether that\nbe an authority, a county agency, or any other entity; and\n(5) how a different entity could fund the costs of any actuarial\ndeficiency or other adverse financial consequence caused to the plan, participants, or\nbeneficiaries of any existing employment benefit program, retirement plan, or other\npostemployment benefit provided by the Commission in the event any employee who\nperformed youth sports, arts, or recreation functions is transferred to the new entity.\n(e) All Workgroup recommendations shall be affirmed with a majority vote\nof the Workgroup membership during a public meeting.\n(f) The Workgroup shall submit their recommendations to the Prince\nGeorge’s County Council on or before April 11, 2023.","path":["Article - Local Government"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=glg\u0026section=32-103","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T19:59:58Z","sha256":"290e46de7fe25cb3715a6f375e395906496014d6f013328ab83a98835629a805","source_id":"us-md","stale":false,"prev":"us-md/md.-code-local-government-32-102","next":"us-md/md.-code-local-government-33-101"},"notice":"GroundRules: Original legal text.
