Code, Public Safety § 3–504","heading":"","body":"(a) In this section, “quota” means the mandating of a finite number of arrests made or citations issued that a law enforcement officer must meet in a specified time period.\n(b) A law enforcement agency may not:\n(1) establish a formal or informal quota for the law enforcement agency or law enforcement officers of the agency; or\n(2) use the number of arrests made or citations issued by a law enforcement officer as the sole or primary criterion for promotion, demotion, dismissal, or transfer of the officer.\n(c) This section does not preclude a law enforcement agency from:\n(1) using quantitative data for arrests, citations, and other law enforcement activities as management tools or in evaluating performance;\n(2) collecting, analyzing, and applying information concerning the number of arrests and citations in order to ensure that a particular law enforcement officer or group of law enforcement officers does not violate an applicable legal obligation; or\n(3) assessing the proportion of the arrests made and citations issued by a law enforcement officer or group of law enforcement officers.","path":["Article - Public Safety"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gps\u0026section=3-504","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:18Z","sha256":"6ee7a452324dfc9cd699aa372907d9332855db121ee463323342fbefdd6871c8","source_id":"us-md","stale":false,"prev":"us-md/md.-code-public-safety-3-503","next":"us-md/md.-code-public-safety-3-505"},"notice":"GroundRules: Original legal text.
