Code, State Finance and Procurement § 14–603","heading":"","body":"(a) For procurements conducted by competitive sealed bidding, a unit shall award the contract to the responsible bidder that submits the responsive bid that:\n(1) (i) has the lowest bid price;\n(ii) has the lowest evaluated bid price; or\n(iii) for procurements subject to § 11–202(3) of this article, is the bid most favorable to the State; and\n(2) meets or makes a good faith effort to meet any applicable overall percentage goal established under this subtitle.\n(b) For procurements conducted by competitive sealed proposals, a unit shall award the contract to the responsible offeror:\n(1) proposing the most advantageous offer; and\n(2) that meets or makes a good faith effort to meet any applicable overall percentage goal established under this subtitle.","path":["Article - State Finance and Procurement"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsf\u0026section=14-603","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:48Z","sha256":"1bf51cd25af47f69357a8878bf59bae66c3a79c721afdc5d2d0939bd54f880fa","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-finance-and-procurement-14-602.1","next":"us-md/md.-code-state-finance-and-procurement-14-604"},"notice":"GroundRules: Original legal text.
