Code, State Finance and Procurement § 18–101","heading":"","body":"(a) In this title the following words have the meanings indicated.\n(b) “Commissioner” means the Commissioner of Labor and Industry.\n(c) (1) “Employer” means a contractor or subcontractor that has a State contract for services valued at $100,000 or more.\n(2) “Employer” does not include a contractor or subcontractor that:\n(i) employs 10 or fewer employees; and\n(ii) has a State contract for services valued at less than $500,000.\n(d) “Living wage” means an hourly wage set as provided under § 18–103 of this title.\n(e) “Tier 1 area” includes Montgomery County, Prince George’s County, Howard County, Anne Arundel County, Baltimore County, and Baltimore City.\n(f) “Tier 2 area” includes any county in the State not included in the Tier 1 area.","path":["Article - State Finance and Procurement"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsf\u0026section=18-101","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:48Z","sha256":"3ef895530b8dee76bc099a23dd87d62c6178a2a184fc60f845a0e5429ec3f834","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-finance-and-procurement-17-901","next":"us-md/md.-code-state-finance-and-procurement-18-102"},"notice":"GroundRules: Original legal text.
