Code, State Finance and Procurement § 2–108","heading":"","body":"(a) A unit of State government may not knowingly use public funds to influence the decisions of State employees to:\n(1) support or oppose an employee organization that represents or seeks to represent the employees of the unit of State government; or\n(2) become a member of an employee organization.\n(b) This section does not apply to an activity performed or to an expense incurred in connection with:\n(1) addressing a grievance or negotiating or administering a collective bargaining agreement;\n(2) allowing an employee organization or a representative of an employee organization access to and use of State facilities or properties;\n(3) performing an activity required by federal or State law or a collective bargaining agreement;\n(4) negotiating, entering into, or carrying out a voluntary recognition agreement with an employee organization; or\n(5) paying wages to a represented employee while the employee is performing duties if the payment is permitted under a collective bargaining agreement.","path":["Article - State Finance and Procurement"],"source_url":"https://mgaleg.maryland.gov/mgawebsite/Laws/StatuteText?article=gsf\u0026section=2-108","current_through":"2026-01-01","vintage":"","retrieved_at":"2026-09-14T20:00:48Z","sha256":"34163c2bdf745e634db6714c3cb84f201a1804a1a2e89ae2da12db163855ea22","source_id":"us-md","stale":false,"prev":"us-md/md.-code-state-finance-and-procurement-2-107","next":"us-md/md.-code-state-finance-and-procurement-2-201"},"notice":"GroundRules: Original legal text.
